A polgármester-választás előtt álló falu jelenlegi első embere rendőrt hív a központból, hogy leleplezze a másik polgármester-jelölt korrupt ügyleteit. A megérkező rendőr az országban a többséghez, de a faluban a kisebbséghez tartozik. A „revizor” végül nemcsak a konkurencia ügyleteit tárja fel, de a regnáló polgármester machinációira is fényt derít. Így a két leleplezett bűnözőnek nem marad más választása, mint összefogva megölni a rendőrt, ezzel vállalva közösséget egymással.
